System performance is a measurement of the overall system resources available to your system. The resources are a combination of installed memory and available hard drive space. Programs that are automatically loaded at startup and various built in hardware-specific software reduce the availability of system resources.
Rather than trying to understand what this really means, you can actually see your performance level when your computer first starts. Run a few programs and check it again, you'll see it reduced.
Its normal to reduce system performance when you run programs. However, if your computer starts out at a low performance level and you run a few programs, performance will suffer.
Your goal in computer maintenance is to increase the system performance when the computer first starts.
Check your computers performance status at startup
Restart your computer
Click on Start
Settings
Control Panel
System
Performance Tab
Check the percentage for system resources and write this number down.

Review the notes for Startups, startupitis and CD ROMs and make changes as needed.
Restart your computer and check the performance again.
Has the number gone up?
